Sheree Thomas is the founder and President of SB Thomas & Associates. Sheree utilizes her extensive background in government contracting, grant writing, and construction management to oversee the development and implementation of the company’s strategic direction.

As President of SBTA, Sheree performs senior level management on all SBTA projects. She has over 15 years of direct experience in construction management on large scale, multi-prime, public-bid construction projects. MS. Thomas also has over 20 years of experience in government contracting and administration of complex government funded projects.

Prior to founding SB Thomas & Associates, Sheree provided consulting services as an independent contractor working for CVR Associates under its contracts with various public housing agencies. While working with CVR, Sheree was responsible for preparation of the Housing Authority of the City of Pittsburgh’s (HACP) capital fund budget and plan in support of HACP’s yearly modernization program with an annual budget of approximately $17 million. Sheree was also responsible for preparing various grant applications to HUD for funding to complete demolition and redevelopment of HACP’s obsolete public housing properties. Sheree took the experience gained through her work at HACP and used it to successfully offer grant writing services to other public housing and non-profit clients.

Before starting her own business and working as an independent consultant, Sheree was a Contract Negotiator at Bechtel Plant Machinery, Inc., a defense contractor for the Department of Navy’s Nuclear Propulsion Program. While at Bechtel, she was responsible for negotiating, awarding and administering multimillion-dollar contracts for submarine and aircraft carrier nuclear reactor components. This position required an in depth knowledge of the Federal Acquisition Regulations for procuring components related to national defense along with the ability to prepare clear and concise procurement recommendations to the Department of Navy for funding approvals to complete the work. Prior to Bechtel, Sheree worked as a Contract Administrator at the Department of Navy’s Information Systems Management Center in Washington D.C

Sheree is a graduate of Duquesne University with a Bachelor’s Degree in Business Administration. Sheree is Board Member and the Director of Grant Writing for Heroes Supporting Heroes. She was born and raised in the Pittsburgh area and now lives in Moon Township with Sean, her husband of 18 years. Sheree enjoys reading, traveling, and usually can be found on weekends working in her yard and playing frisbee with her Border Collie, Lexi.
