Project Overview:

SB Thomas & Associates, in partnership with Bureau Veritas, conducted a security assessment for over 400 educational facilities within the School District of Philadelphia. This initiative aimed to identify vulnerabilities in school infrastructure, access control, surveillance, and surrounding environments to enhance student and staff safety. Assessments adhered to Pennsylvania’s Public School Code Section 1303-B, ensuring full compliance with regulatory mandates.

The process included reviewing existing security protocols, evaluating emergency preparedness, and assessing physical security risks. Schools were examined based on structural integrity, access points, surveillance coverage, and external risk factors such as traffic patterns and environmental threats.

Project Role:

SB Thomas & Associates played a key role in executing the security audits, including:

  • Security Documentation Review: Analyzing security policies, emergency response plans, and crisis management strategies to ensure alignment with best practices.
  • Physical Vulnerability Assessments: Conducting on-site evaluations of building security, entry points, fencing, surveillance systems, and emergency exit routes.
  • Environmental Risk Analysis: Assessing external risks such as neighborhood safety, lighting conditions, and potential surveillance blind spots.
  • Regulatory Compliance: Ensuring all assessments met Pennsylvania Public School Code Section 1303-B, with evaluations conducted during active school sessions.
